Concept art is not a build sheet, and no opening date has been announced for Piston Peak National Park. The confirmation to watch for is a physical one: an Audio-Animatronic figure or a suspended aircraft appearing in the show building, or a character named in Disney's own attraction description rather than drawn into a sky.
